blowing ignition fuse

I have a 92 Johnson, 40HP on a 20 foot JC Pontoon. I am trying to determine what is causing the ignition fuse to blow immediately upon backing it into the water. I checked as many electrical lines as I could find, below and above the deck. Any ideas?

By ignition fuse I assume you mean the one under the engine cover? Backing in the water is not the cause. Turning the key to RUN or START apparently is. Try turning the key to RUN. If the fuse blows, it's an accessory problem, not an engine related problem. If it does not blow, then try START. It will likely blow so you need to isolate the problem in that circuit. High on the list would be a bad solenoid, internal short in the ignition switch, or the start line from the switch to the solenoid.
