Blackmax v6 135 power trim

I am pulling my hair out with confusion,I cannot seem to get the two trim rams to pull in when lowering the engine, the seriel number is oc157846, 1990's I believe,but not sure, I have drained the oil to see if it was contaminated to see if that was the problem,flushed it with new oil,flushed again and refilled,bled it but to still no avail,the engine lowers itself on the centre ram but when it comes into contact with the two lower short ram legs that still out the motor keeps running but wont pull those two rams in to let the engine into trim postition, the boat is new to me and the older type ptt would not let you tilt without pushing extra buttons to prevent you from lifting the engine into tilt whilst you are going along,but this set up just has up/down button,so what stops you triming past trim into tilt and raising the nose of the boat too high,seems maybe dangerous,unless you just rely on always looking at the gauge,which is fine,but seeing as I cannot get into trim position am I missing something,the two trim rams are not seizes out which I did suspect becuse when I took out what I believe is the drain bolt,a small 7mm head on the right hand side beneath the motor the weight of the engine pushed the rams in, any help greatly appreciated.

Thanks Gerry,just sorted the ram problem out at long last,it was an air lock,kept my finger on the button in down mode and eventually it went down with some odd noises and out came the air,hope this may help someone else who may have this trouble too.
But still confused whats stops you on this model from being able to tilt the engine past trim into tilt range whilst driving on the water??? I cant see any limits in the circuit or connects to anything that would make it fail safe to prevent this happening,(lifting engine too far out the water whilst driving in the sea??

Nothing, other than the person with their finger on the button. As you start raising too far past trim, the engine speed will increase because the prop is coming out of the water, and your speed will drop because the prop isn't doing anything when to near the surface.

No Don, there is actually a limit of sorts.

The trim rams hit the end of their stroke, and the tilt ram will keep pressure. The tilt ram, however is sized so it cannot normally overcome the thrust of the engine at high throttle, thus limiting the travel of the engine. At slow speeds, the tilt ram can drive the engine up out of the lake.
