Black cap trim.

I have the black cap trim pump on my 125 hp 1996 merc. Last fall I loosened relief valve to lower it. When I hit the pump this spring the plug came out sprayed some oil out. I’ve been trying to prime it and have had to raise and lower it by hand. Do I need to continue filling and raising and lowering by hand til the outdrive stays up? Then will pump work? Or do I have to remove the pump and prime it?

The pump should be self priming. Wonder if when the relief was loosened a piece of crud got under the valve and is keeping it open

I got fed up with it and dropped it off at the shop today. I did buy a new stainless relief valve and if you can believe it only 1/2 of the first oring to go in was left on it. So ya 1/2 the smallest ring is rolling around in there somewhere. Brand new and the oring crapped out.
