bent cable on outboard should the cable be cut with a hacksaw to get it off easier?

Depends on the motor it is part of. List all the motor data on the motor name tag plate.
A photograph of the bent cable AND the motor will get a really good answer.
All motor cables are not the same.

Curious how you bent a steering cable? Pics? Kinda hard to help without seeing what you are talking about.

Backing up the boat in my garage, motor turned all the way to the right, hit wall with black pads on it and bent cable. I tried to bend back cable straight but to no avail? The black on the wall is a rubber padding. Far right is garage with jog in walls!

Gee, I do not see the bend. I did see some pictures of your shop, plus some others I cannot id. However, if there is a bend in the cable and the cable end will not pass thru the tilt tube, you need to cut it off and pull out the stub.

yes I did get part of it straight but it gets stuck when trying to turn to the right and stops? Thank you for your help very appreciated. Cut into the rubber on the wall and crushed the sheetrock.
