That outboard is Russian-made, and in English, it's pronounced Vyeterok, with the stress on the first syllable, and the last syllable rhyming with "oak." The word means "Wind."
As far as an impeller goes, I don't know how you'd find one. I couldn't find a source in a search on Google. If you're in the USA, it's a real oddball. If you were in Russia, you could probably get parts for it.
