my steering wheel seems like it is jammed I cannot move the engine or steer the boat. I am a new boat owner.

Sounds like your steering ram is jammed up. You can try oiling it, whacking on it (carefully), or do what I did, and have a mechanic take it apart, and fix it correctly. Cost me $95 to have it done last year.

Ayuh,... It's probably corroded in the tilt tube of the motor...

Disconnect the cable and see if the engine will move, then the steering wheel to see if it will move. That will give you a starting point.
