Bad tilt cylinder? (75 horse chrysler)

The trim/tilt on my 75 horse was always kind of slpow when I first got it, but it had sat for a while. Once I got the boat running, and had a chance to work it a bit, it loosened up and worked fine. It would trim up, then take a second of hold the switch, and the tilt motor would kick in. Yesterday, it would not tilt at all. I held the switch long enought to get it to struggle up so the prop wasnt touching, but it sagged down a bit. After that, it would no longer go up at all. Trim works fine up and down, and if I get the engine up by lifting and and holding the switch so it stay somewhat lifted, it will tilt back down fine with the switch. Is the cylinder shot? Motor runs fine.

I want to drain and re-fill the system with fresh fluid anyway, so if I had to swap the cylinder out, it wouldn't be the end of the world (as long as I can find one)!

Boat/engine are a package from 1980, but serial number on engine is a 79.

lift engine fully. block into place. remove front side tube from pump. This is the one that goes to bottom of tilt ram. Using a 3/16" brass union and a male plug (inverted flare fittings available at any NAPA) plug up the tube. remove blocking from engine. if tilt ram bleeds down then it is bad. if not - then not.

I also want to drain, re-fill, and bleed the system while I am working on it. Where's the fill/drain ports?
