I did the compression test 141,141,147,145,151,151

Seafoam is good to clean the pistons if you mix it heavy...Done that before but not your problem.
Look on the transom bracket for a serial number plate..

Compression is good. Now go thru the whole fuel system and replace the whole raw water pump

I think your problem is somebody damaged the carbs - the JB weld is plugging up the welch plug access to the internal passages. New or undamaged carbs might solve the problems.

I’m thinking the same thing. Any recommendations??
