Armature plate too tight when screws are tightened

I have a 1961 evinrude sportwin 10 horsepower that runs at high rpm fine but at low the armature plate was moving erratically, before this i had replaced plug wires and found that the armature plate was very wobbly but thought nothing of it so i took off the flywheel and the armature plate and found that the plate mount was upside down so i flipped it the other way and then tightened the screws and then i couldnt move the plate until i loosened the screws. Is the armature plate mount supposed to have a washer because it is just the armature mount and mount holder or is there a special way to install this

#27 aluminum ring goes flat side up. If that binds it up, brass ring #26 probably is bent.

Try piece of 2/6 and a rubber mallet on cement floor or steel saw table top (or similar), screw side down. Not too rough with the mallet. Test the aluminum ring for warpage on the flat side, like you would when refinishing head before replacing gasket.

I didnt think it was bent but then i sanded it down a bit and that helped a lot it runs good now but it needs a carburetor adjustment. Thanks guys

Funny, when I pulled the parts breakdown for that motor it didn't look like that. Where did you get that breakdown?
That same mounting system was use on a bajillion different motors. I just grabbed what was handy.

I have looked at that set-up since about 1968 or so.----Flat side has always faced up !!
