AQ 140 A no power or top end

I have a 22' cuddy with the AQ140A 4 cyl. engine. It has the 280 outdrive. The problem i'm having is the boat runs great in the driveway and will run forever. But when i take it to the lake it's a dog, accelerates extremely slow and will only max out at 3500 rpm. Not only that but it will run for about 10 minutes and cut out. I have cleaned the gas tank, rebuilt the carbs, checked timing, crank to cam timing, checked all fuel lines, exhaust has good pressure at outdrive, checked compression 155-160psi per cylinder. Question: does this engine have a exhaust flap in the manifold that could be plugged? Maybe wear on the valve pushers or cam? Any help would be appreciated.

Oh, also it has a 15" x 15" prop on it. which is now set up as a right hand drive. instead of original oem left hand drive. could that effect the performance.

I would put a vacuum gauge on it for starters...22 feet of a cuddy boat sounds like alot for a 4 cylinder. Your diameter sounds to big for a 4 cyl, too. You should look in the prop forum.....I think you are over propped....JK
