How are you flushing it ? With the muffs or is she of an era to feature a flushing port not requiring the engine to be ran. Depending on the size of the engine, most flushing muffs on small engines really struggle to form a good seal, should it be the former of the two above. Has flushing been successful and water from tell tale previously ?

It’s a new motor 25 HP tried muffs then tried a big tub inlet well under water still no tell tail, I’m thinking might have to buy a owners manual to know more about the flushing port ( new modern gear kinda worried might flood the cylinders )
On the ocean it has tell tail indication

The newer type mercs with flushing hose attachment type port, won’t flood the cylinders. If that helps you any.

I’m guessing this is the port ?
Assume so, but not certain to be honest. Mine has a pull out cover on it and slightly different I’d say. 2016 mercury 115. Have a look in the manual. Should be the usual garden hose fitting

What kind of motor is it? On my Yamaha the fitting is just the usual garden hose screw on fitting and is below the cowl so that you don't need to take the engine cover off to flush. The tell tail shoots water out when flushing this way. I would be a bit concerned that the tell tail doesn't "pee" when the motor is in a tub of water though. Might want to check your impeller, eventhough that wouldn't be the reason for no telltail when using the hose mount.

this motor is a mercury 4 stroke and there’s no traditional screw on garden hose attachment that I can see

That actually is the same as mine. It’s the standard garden hose female fitting that goes on there. Quick connect thing. Or it is where I am anyway. See picture below that goes onto the hose and the quick connect snaps onto that fitting on the engine.

I’ve tried two diff types nether pass water like the fitting is blocked on the outboard, there’s a valve fixture in the outboard fitting, tried air pressure which pressurized the motor and air escaped the fitting if the plugger valve was displaced in the fixture …. Very weird

Maybe the valve in the fitting is stuck? Can the whole fitting be unscrewed out of the housing it is in and either fixed or replaced? I think I would still have a look at the impeller if it took a deep immersion in water to get a tell tail, doesn't sound like its sucking up water very strongly.

See that fitting there you have. The male hose quick connect. For certain, you will get a female connector on there…but I have a feeling that that fitting you have there, may have been fitted additionally by someone previously perhaps. It may well unscrew from a thread there. Leaving you with the hose fitting thread that you may be more familiar with, in your area perhaps. Lots of info on it online or YouTube. Not something I’d usually steer anyone towards..but mercury themselves have a few videos on this very subject. You need to make sure the engine is tilted down and the engine should not be started when using this method. It’s designed specifically for flushing without running the engine.

If you unscrew that connector you will for sure find threads, either NPT or garden hose, from the looks probably 3/4” NPT or 3/4” Hose. Like stated someone had their favorite flavor of quick disconnect threaded in there, I do that on mine too (‘06 Merc 90hp, except my port is on the back of the midsection)

To the issue though, if you’re not getting water out of the tell tale I would definitely be pulling the LU and inspecting the impeller, and checking for blockage at the intake. I recently noticed that mine wasn’t peeing like it should, pulled it all apart, flushed everything out, and it peed strong again. Don‘t know what the obstruction was, but it’s gone now.
