My bunks are in need of replacement. The hardware is rusted and I do not want to attempt the replacement at the boat ramp. Is there a way of jacking one side without damaging the Boat? This is a 18 foot bayliner with outboard.

Just take the boat off the trailer.

Exactly as the man says. Been there done this about 6 weeks ago. Works flawlessly. Just take your time, dont rush and make sure you use good blocking!

If you have enough adjustment available!
Bunks are usualy adjustable, block one side at a time, drop the bunk down, replace rotten piece, put back into position.
Do the otherside.

Where is the best place to place blocks under the hull? bunks are on the outermost reachable chines. there are a set of chines closer to the center. all this should support the weight of the boat or should I disperse the load a little?

I've seen plenty of 18-19 footers on three blocks at boat dealers on display. They have one on each chine (the outermost part) at the far rear of the boat and of course the other is towards the front in center on the keel.

I replace my bunks without taking the boat off the trailer. Just put a board between the jack plate and the fiberglass and lift it up a few inches. Make sure you lossen your front bow strap and anything you have holding the rear to the trailer.

Did my bunks last spring. Loaded up the air compressor in the back of the truck and took it with me. Had both of them changed out in about 30 minutes.
