Any device to keep a constant RPM?

Is there any device out there that will keep the motor at a constant RPM? The throttle lever does not do this. I am always adjusting it.

Tighten the throttle friction screw, then it will stay where you put it.

Well yeah but it will still lower when the engine lugs in a turn or what not. I thought I was reading that Volvo had a system for their stuff that you could set the engine at say 4K RPM and it would keep it there no matter what. Does Merc have something like that?
