Anti-Siphon Valve Location?

'85 MerCruiser 3.0L 140

I'm having fuel flow problems.

Where is the anti-siphon valve located?
I opened up the inspection plate, and the fuel line out to the engine connection is rather nasty looking. Is the anti-siphon valve in that square with two philips head screws on top? Also, isn't the fuel line connection there supposed to have a hose clamp?

It's the thing that looks like a hose barb screwed into the pickup tube fitting on your gas tank.

Thanks, Don: On my setup I guess it's the last (90?) fitting into the tank - fuel line to that box with a lever on top (shutoff valve) then into the 90? fitting into the tank (anti-siphon). These go bad/get clogged often?
