another yamaha 40hp idle/running problem

i just got a early 90s yamaha 40hp and i can't get it started. i've read as many past threads as i can stand with no answer. i can start it with choke on and a little throttle but if i lower throttle it shuts off. if i release choke it revs up and shuts off in a few seconds. the boat sat for years. i've cleaned the carbs 3 times now with no noticeable difference. checked all fuel lines. tried sea foam. seams like when i release the choke it sucks the bowl dry. this may seem dumb but i'm stuck.

early 90's wont cut it, need a model number to identify which 40 you have.

2cyl with a choke, not prime start.
your description indicates either a lack of fuel in thr fuel bowls or the idle fuel circuits are still clogged.
