Another power steering problem

Chevy V8 350 260 merc stern drive 1981 Eng # 5654536
New block and engine last fall (don't ask...KIDS) so lower housing was off by dealer and reinstalled (I have to assume gimbal was in good shape and re-applied properly, and they said they test drove it after repair).

Replaced freeze damaged oil cooler with used cooler from dealer. Refilled reservoir while activating power steering last fall. Winterized and lubed ALL xerts last fall. Prior to this power steering was VERY easy.
I have read all posts on forum and understand differential, and will test later today.

Took boat out yesterday, very difficult steering under load. Took home and experimented. There were "brief moments that it would be almost normal then go back to stiffer (corrosion less likely ?) The pump sounds fine (no bad noises).

I was told that system is self bleeding, BUT I do suspect that I got some air in system while refilling last fall. After I loosen cable attaching nut to verify cable freely sliding, would there be any benefit to manually bleeding lines to make sure air is not the issue, or is this just overkill? I have manually turned to wheel from stop to stop with and without engine running for about 1 hour.
