V1_0 has the answer. When he asked about the light bulb he had some good critical thinking going on. What is happening is the bell transformer is being powered through the light bulb. One side of the transformer is improperly connected to the "HOT" side of the line instead of line Neutral, and the other side of the bell transformer is connected to the switched hot lead to the light bulb. When the light is switched ON, both sides of the bell transformer is connected to line HOT. When the switch is OFF, the transformer is wired between HOT and through the bulb to Neutral. If there is a Neutral wire in the box with the switch, disconnect that wire of the transformer that is connected to the switch and connect it to Neutral. If there is no Neutral in the box with the switch, find where the other leg of the transformer is wired from and connect that lead to the Neutral wire, then move the transformer lead at the switch to the Hot wire on the switch (the other switch lead).

I didn't catch in the original post that it works when the switch was off.

Like said orginally. Someone tapped a switch loop cable and connected the bell transformer across the switch. Common problem for someone who thinks all white wires are neutrals and just finds a cable and cuts into it.

Just remove the light bulb. If the doorbell stops working altogether the theory will have been proven.

Hmmm, somehow missed that one... so let me rephrase:

Verifying that the doorbell stopped alltogether when the light bulb was removed proves this theory. Better? ;)
