Anchor locker drain

Trying to figure out why my locker is not draining and at the same time understand the drain path.
There is one of those clam shell covers near the keel above the water line. I know this is the locker drain. I blew air up the hole and saw bubbles in the locker. I took the clam shell cover off and water poured out the one screw hole and the locker drained out. The main hole itself seems like it's plugged with something (see pic). I don't want to blindly start drilling away to open things up before I understand what's going on.

Did you poke at it? What's it feel like? It may help if you zoomed out a bit. What's behind that part of the boat?

With some measuring, the hole is right near the bottom of the anchor locker. It was not obvious.
Shot some air in to the screw hole and a piece of gel coat in the locker blew out and then I could see day light. Took a small drill bit and drilled in...then back drilled from within the locker. Looks like when they gel coated, or what ever they do in the lockers, they slathered it right over the hole and blocked a good portion of it.

Unless that photo is upside down, the clamshell is installed wrong also.

It looks like you have a layer of fiberglass mat over the hole. I would poke, saw or drill through that mat and you should be good.

Looks to me like a piece of styrofoam got caught in there. Just try prying it out with an L shaped allen wrench or a screwdriver.
