Aluminum hull with old chalky paint. Time to do something about it. Any tips?

Boat is a 16' Starcraft SuperSport. See pictures at the end of this message. The white paint is old and chalky dust comes off on my finger. Time to repaint. I'm only going to do the white part. Will it be good enough to roughly sand/scuff the old paint, then prime/paint? I'm not really equipped to take it down to the bare metal. Can't flip the boat either, will have to do it on the trailer. If anyone has some experience with this, your wisdom is appreciated.

Can't really tell the oxidizing from the photos but have you tried buffing it? You'll probably want a good buffer if you repaint anyway so maybe buy one now and see how GcGuires buffing compound works. Try a heavy compound first for a test run.
