Alumacraft Sponsons Foam Fill

My problem and wonder is that I have an alumacraft MV2072 all welded with sponsons. These two step aluminum steppers on the rear are welded on but not all the way around. It has have openings, like every 4 inches around then as you can see in the picture. When on the water, the water barely covers the first step (bottom step) and I obviously know the 1st step has water inside through the gaps around it. When the boat takes off, the boat digs down on the rear a little and I guess after the water quickly emptys out from the bottom step, sposon go the the top of the water, but I wonder if I fill the sposons with some kind of liquid foam/spong, will it help the boat stay afloat and not dig down as I'm taking off? I plan to seal the edge of the sponsons with a clear sealing, then drill a 1/2 inch hole on top of the sponson (below the grip tape that is laying ontop, to cover the hole when I'm done) and see if that helps. My concern is: 1.) I'm I wasting my time or will the foam help or worsen my purpose ?
Let me know anyone what liquid foam is best? If the foam absorbs water, then I'm not using it. Any opinions, Thank you.

Over time foam will absorb water. My thought would be to make sure it is dry inside, then seal the steps. A product like 3M 5200 should able to seal and hold for a very long time.
