Alpha one lower reinstall

I droped my lower unit to install a new impeller. I put the shifter into foward and spun the prop CCW untill it locked in. Droped the lower installed the new parts. Now, I put the lower back into the upper and snuged everything back up. Is the prop supposed to be loose or still locked in. Mine is free spining either direction. So I thought this was wrong. Dropped it and reinstalled again, this time I turned the drive shaft a bit to make sure it was lining up right. Now the prop is locked in but the shifeter wont go back to nuteral. So my question is, is the prop supposed to be locked in or be able to free spin after reinstalling the lower unit. I did everything the book said just dont know if something didnt line up right or what.

You should turn the lower shift shaft all the way clockwise, and turn the prop counterclockwise till it locks and hold it locked in place with a bungee. Then you put it back together. If you need to turn the shaft to get it lined up, turn the prop CCW only. The prop should be locked in forward (locks CCW) after the install.

So finally got some time to try reinstalling my alpha one lower. I got it all lock in foward gear and slide the lower up into the upper. it slid together. I bolted it up and now its stuck in forward. I pulled back on the shifter and its kind of hard and tried putting it in nuteral. while the shifter is in the " nuteral postion" I tried to rotate the prop but it wont turn still locked in foward gear. Im confused but dont really wanna take it to a marina they'll have it for a few weeks. Any more Ideas?
