Alpha One Gen I water leaking in

My 1987 SeaRay is leaking water into the Alpha One Gen I outdrive. I pressure tested the seals and they hold 18 PSI for more than 24 hours with out leaking any air out. Is it possible water is leaking in from some where else? Maybe the bellows or water pump?

You might vacuum test it too.

A drive is supposed to hold a vacuum. If it doesn't, it will suck in water when it cools down.
