alpha 1 out drive won't trim up or down

Can someone help me figure out a out drive trim problem? I have a 350 merc with a alpha 1 out drive. The trailer switch won't work at all. The trim switch on the control will not move the out drive up or down. When I put the switch in up or down position I get a clicking noise but the out drive has no movement. I did put a fluke meter on the negative and positive post on the up and down solenoids and both gave a 12.27 volt reading which is the same reading I get from the batteries. So I assume the power is getting to the electric trim motor. Any suggestions?

A lot of drives over many years are called Alpha I, is that what you really have or is it something before or after an alpha I?
