Are air boats allowed on the Intracoastal Waterway in North Carolina? (I am thinking of building one powered by an aircraft prop like the those found in swampy areas.)

Maybe the Dept. of the Interior would cover the rules for the intranational waterway since it runs from our Southern border to well up in the North.....one set of rules for the entire system due to what it is....don't remember the extent of the upper end as I only worked the Southern portions during the summers while in high school. Don't know why there would be any objections to something like that.
