silencer assembly is for silencing the loud sucking intake noise, tuning of the intake air flow, and even protecting the carbs somewhat from ingesting water if you really get in rough water and it gets by the engine cover (gulp). And yes, any fuel spit out while starting, coughing, or running will get collected and recycled.

My original Johnson manual 1986 60 hp also says the same thing about the screws. I have reused them three times while repairing this engine over the years and have never seen one get loose.

My airbox base is plastic ('79 3-cyl) but if yours is metal, that theory is shot down.

but the gas/oil recovery is true...lost one airbox cover screw a few years ago, usually have an open hole middle of one side or other, but recently left the bottom hole open (on account of it's blocked by the cowl latch)...soon corrected that, though, because a surprising quantity of oil was dripping out the bottom instead of draining through that little hose.
