are you able to get to the pump and spin it to make sure it's not jammed up with anything?

i can bypass the fuse and the pump runs fine, all i did was change batteries and this started happening. its a 5 amp fuse that goes in the fuse holder.bilge pump still works fine its just the aerator pump

pull the fuse and connect the pos lead to the side of the fuse holder towards the switch/battery side and the neg lead to the side of the fuse socket going towards the pump. flip the switch on and with the meter in the 10amp dc mode what does it read? That's assuming your meter as with most dvm's read up to 10amps dc.

yea i have one

Does the fuse show continuity?
If not, it’s blown and needs replaced.

Connecting a battery to an otherwise ”live” circuit causes an inrush of current (the sparks) which blew the fuse

Ok, also confirm you replaced the fuse that blew and the fuse in use now is good and the wiring of the fuse holder is ok.
