the reson is because a .05-.09" lifter prewload is all that is required and stock rockers are notorious for having varying ratios. but if you have both valves on the cam lobe heel and the piston is TDC compression stroke all you need is about 3/4 turn past zero lash and close it up.many boats require riser removalfor valve cover removal making valve train adjustment while running very costly not to mention messy.
its just to easy to do it with the engine off and be done with it.
easist way for a novice is to rotate the engine by hand while watching the intake valve close, then continue till that piston is at or very near TDC, the adjust that cylinders rockers and continue to the next.
