99 tigershark 770 rough running

Hey everyone, I have been working on a 99 tigershark 770 single carb for the past couple days trying to figure this thing out. Basically it starts and occasionally idles, you have to prime it a little to get it going and u can limp it up to about 30 mph. At 30 it sounds healthy but definitely isn't 100% almost as if it has a limiter on it. Checked the compression and both cylinders are at 135psi. Getting a crisp blue spark out of both plugs as well. The odd part is at idle I can pull the forward plug wire off and it does not change the running condition, however, it is still getting a nice blue spark. The plug seems to remain rather dry at idle as if its starving for fuel, but once you limp the rpms up it seems to be firing fine. Being a single carb I don't see how it would only deliver fuel to one cylinder, I even tore the carbs out and checked the reeds and they were clean. Any insight on this would be great.
