99 ox66 surging

99 OX66 twin Yamaha 200s while running the port engine will surge higher by around 500 to 700 and return to normal. Started after the engine stopped at the dock. That fix was to replace the 10micron filter as the low pressure pumps were not getting fuel. Have cleaned the VST filter. and the filter on the motor itself?

Post may be confusing, surging problem is there, filters are what I have done so far. Need some ideas.

check fuel pressures to see what is happening while problem is occurring is my only thought at the moment.
At what RPM is this happening at?

It will happen while running around 3300 to 3500. Thanks for you input.
