Hulls certainly make a difference in fuel consumption and speed; with a 19P, my Stingray returns similar fuel consumption at about 3800 rpm and at 3200 rpm I'm seeing about 28-29 mph.<br /><br />WRX - ntheyer's comment is accurate for low-speed operation, but only if your engine will operate within the specified rpm range (4400-4800 rpm) at full-throttle . If your engine can only generate mid-3000 rpms at full throttle, it's lugging and you should begin diagnostic procedures to determine the cause before it turns into catastrophic engine damage.
