98 Nitro 185 Sport, No power to lights/bilge/radio/depthfinder/live wells/horn.

Hey everyone, I am having electrical problems with the lights/bilge/radio/depthfinder/live wells and horn. I have power to the motor and gauges on the dash. I have checked all fuses under the dash and they are good. I do have a light brown wire that is part of the ignition harness that has a circle connection on the end not connected to anything. It was just dangling under the dash. It seems like it should connect to the back of one of the gauges? Just to see if it was a disconnected ground I ran a wire directly from the negative side of the battery to the wire, but didn't get power to anything. I have no clue were it connects. The guy I bought it from had it on the water last week and said the everything he used worked then. He didn't use the bilge or live wells.
The trolling motor does work when connected to battery.

Anyone have any clue what could be the problem?

Update to my OP. I used a multimeter to check voltage to the fuse panel. With the key on I got no voltage to the fuse panel. I got no voltage to the horn, and I had voltage to the gauges I could reach. I will run a ground from battery to fuse panel and check again. Hopefully that will be my issue.
