A couple of other ideas. First, are all the spark plugs now the same color? If not, they may not be firing and that can easily cause decent idle and lousy acceleration.

Second, if you run the engine with the cowling off, and she performs well, you likely have an exhaust leak into the cowling.

Came back for an update, boat sat for a while when it couldn't be worked on. i replaced all carb hoses, took it out and it seems as if I've found something. Idles great and gets up on plane great it just has a small 1-3 second hiccup right at that 1800 rpm mark still. I'm not going to quit until its perfect but besides that hiccup it ran great all day.
