I have a 92 Johnson 115 that does the same thing (air). If it sits longer than 3 weeks or so, I have found that its easier to disconnect the fuel line at the quick-connect, then depress the check value, pump the bulb, and after about 10-15 pumps, the air is gone. Also, have fully charged battiers. Hope that helps.
