98 200hp Evinrude no spark even with new power pack/wiring harness/timer base/starter

Firstly, thanks for everyone's input thus far.

Update - New flywheel arrived: Engine starts and idles ok (sounds great!). But, it stalls under load (put it in gear and it dies). Also, if you give it a little gas, it runs rough and sounds like one or more cylinders are missing. Since it ran fine and never had this problem before (just a few weeks ago), I don't think this is a fuel system issue. Remember, the only thing different with this engine now vs then is a new timer base and new flywheel. I'm guessing some sort of "link and sync" procedure/check has to be done?

You are putting it in gear in the actual water right? What are your RPMS set at in a neutral idle? Should be in the 1000rpm range, maybe a smidge higher. Should be in the 700 range while in gear in the water. If Rpms are right, you may need to set the carbs a little leaner.

And yes, definitely re-do the entire link n sync if you havent already done it. Hopefully this is just a tuning issue at this point, but at least you have spark now.
