97 jeep Grand Cherokee drain plug?

My cousin can't get the radiator drained on his jeep, he says the plug will turn 1/4 turn but won't pull out. Do any of you jeep people know how to remove this plug?

If the plug is frozen in or just refuses to come out...yank off the lower hose at the radiator. It will do the drain job quickly.<br /><br />Bob
