i don't know about '97 30HP but most mercs have threaded holes on starter solenoid bracket and you can run a screw through the relay mounting tab. the wires are okay laying loose in pan - in a safe, out of the way location. It is important that you have a fuse or breaker between the positive connection and relays. If your harness does not have one, then stop and get one before proceeding. You can buy an ATC fuse holder and ATC breaker from auto-parts for under $5. Breakers are nice because you never get stuck in middle of lake looking for a new fuse.
