95 Force 90 no power

Just bought my first boat with an out board. I am stumped!! Its a 1995 Mercury Force 90

Boat had sat for two years. Was running when I bought it. Took it out ran poorly. Low power. Idled fine. Drained every drop of fuel. Cleaned the Carburetors. Replaced plugs. Replaced fuel filter. Did a compression check 120 on each cylinder. Engine will not rev past 3500rpm in forward. Seems to rev okay in reverse. Thanks Bob

Make sure that all of the cylinders are firing. I use an induction timing light to check, If it flashes then at least there is a surge of current going through the wires. I had a similar problem with a bad trigger coil dropping out at higher rpm.

When you "cleaned the carbs" did you make sure the jets were open, run a tip cleaner through them?
Check the fuel pumps diaphragm?
