'95 150hp XRi

Hi all, I hope someone can give me some ideas. I have a '95 150hp XRi. It starts and runs like a champ. But sometimes when I go to take off it bogs way down, rpm is down, then it kinda catches up and we are on our way. Some times I need to bring the throttle back to neutral and then full power again for it to work. At first I thought it was plugs but they have been changed. Now I was thinking fuel. Any ideas? Also my prime bulb never gets hard or hear fuel go through it when pumping it before I start it.
