94 Mercury 115 Trim wont go down

I have a Mercury 115 2 stroke 1994

Friend put a new pump on it ,the trim will go up but not down,he had fluid in it.

Gave it to me empty of fluid.

Anyone know the steps I need to go through to test it?

hook the two wires up to a battery see if motor turns then reverse the wirie on the batery see if it turns again if it does pump is working then check the relays there are two of them one for up one for down

check the relays first

I had brand new one put on then all of a sudden it quite going down so i checked it to battery woked both ways then i thought to check relays one was bad all is fine
