I have a 21ft fishing barge pontoon, we were riding up the lake and the motor came out of gear, the prop is turning and will go forward and reverse but when you start to throttle up it just stops pulling. 1993 johnson tracker 60hp any thoughts on what it could be????

Sounds like you may have spun the prop.

Mark the hub and the prop with a waterproof marker and run the motor in the water then look at marks if they are not still lined up the prop hub is spun and needs to be rehubbed or the prop replaced.
