93 johnson 60HP

bought this engine recently and it will run by cycling the fuel enrichment valve off and on but will not pull fuel from the carbs. Have cleaned the carbs and new spark plugs. Carbs were not dirty, no problem found there. Compression is 120 with 1 pound from high to low. Opened the idle jets to 3 turns and no change. Engine runs strong and sounds good on fuel enrichment valve. Any thoughts?

The solenoid just bypasses the carbs and injects fuel directly into the intake manifold, sounds like a carb problem.
Remove the bowel drain screw and see if the bowels fill with fuel when you pump the primer bulb.

When I opened the carb bowl drains they were full and good flow with the bulb.
