hi just bought boat.engine will start run at low speed,as you increase throttle motor tries to go for 2 seconds them goes back to low speed.like i say just bought boat put in new ngk plugs makes no differance.

use evinrude carb cleaner, good stuff,probally will have to pull carbs,and clean
if been setting for a while!

sat all winter ,other than that details unknown.very clean motor ,no skeg or prop damage

Agree. Pull the carbs and clean them thoroughly. Odds are it was not winterized properly with fuel stabilizer and the small passages in the carbs are gunked up. Only way to clear them out is removing and cleaning. Oh, and lose the NGK plugs and install some Champion
QL78YC gapped at .030..
