93 Evinrude Won't open up when throttling up

I have a 93 120 HP V4 Evinrude that only acts up when I first put it in the water after being laid up for awhile. It starts fine, but when I try to open it up, it's like its starving for fuel or something. It will only go about 7mph and it misses every once in awhile. The first time out this year, it acted up for over 20 minutes, and then all of the sudden just took off and ran great the rest of the day, even after turning the motor off for several hours. It's like it had a plugged fuel line, which I have replaced, as well as the fuel filter. Any chance it could be the fuel pump? Like I said, after it takes off, it runs fine the rest of the day, then does the same thing the next time I take it out, but usually it only takes a couple of minutes to get it going full throttle. It's done this for 2 years in a row. I'm baffled. Thanks for any assistance.

Sounds like a possible electrical fault, id do a spark test when you have this issue and check that you have spark jumping a 7/16 gap on all cylinders.
I doubt its the fuel pump as it wouldnt then work ok the rest of the day. One option is that you have an airleak and it takes a while for the airbubble to get in and also to clear the line before it runs again properly. Try squeezing the primer bulb with engine off, the carbs should fill up quick and the bulb should hold firm once the carbs are full for at least a few minutes (note- with engine off)
