try one more time.
drain the engine tank, make sure the remote is at least 1/2 full.
turn the key to on.
tach should show 3 bars flashing,transfer pump ground path will be active for 180 seconds.
monitor pump voltage on the brown wire at the remote tank.
blue wire is the ground path for the transfer pump.

With engine oil tank MT and remote tank full I did see three arrows flashing on digital gauge when key turned on. 12 Volts at brown wire at remote tank pump but still not pumping. I then bypassed brown and blue from engine wiring harness plug with known good/new wires and went directly from engine harness to remote tank pump. Still not pumping. However, when I grounded the blue wire to a good ground source, the pump turned on.

It appears to me that the CDI is not giving me a workable ground?

I am getting a 12 volt reading with volt meter leads red to brown and black to blue anytime key is on. Even after the first 180 seconds that the key is on.

check the voltage drop on the blue wire.
attach one meter lead to the blue wire at the remote tank bullit connetor the other to a good engine ground.
with the engine tank low and the remote 1/2 full or better turn the key on, you should see less than .5 V.any more indicates a poor connection on the blue wire.
if 0 V is observed and the pump does not run then do a continuity test from the ECM pin to the pump.

Not to jump a thread, but I am having the same exact problem on my 2001 V150TLRZ. Oil pumps when emergency switch is activated but no other time. So far, I have tested the main tank 3 position switch and it tested ok. Didnt do an ohm test, but my seloc manual says to do a continuity test while testing all three positions. Next I unplugged the sensor from the CDI and attempted to jump the black to black/red. Buzzer activated. Jumped black to blue/green. No pump. I stopped because I thought I just ruled everything else out and assumed it was the CDI. Now I see I have a lot more testing to do. Just wanted to thank RODBOLT for his knowledge. I will be following this closely.

if you try to do the jump from black to blue/green you have to do it with the engine running,however if you unplug the harness after starting the engine you get an alarm and RPM reduction.
12V on the blue wire from remote tank to engine block at all times indicates an open on the blue wire, if the manual transfer works test from the splice near the manual switch to the ECU pin.
paper clips work well to back probe the connector
