92 johnson 48 Lower unit??

I recently had the prop staightened on my motor. After replacing the seals and O rings I put the hub back in and am pretty sure i put everything back the same. I snapped the shift rod mechanism into the keeper and it moves up and down. The prop shaft moves back and forth slightly when moving the shift rod. I dont get it. Does it have to be bolted up to go into gear? Now that I knocked the hub back in I gotta take it to the shop to get it pulled for $27. I really thought i had everything right.

The prop shaft needs to be rotated while shifting from neutral into forward or reverse if the engine is not running.Do you do that?
