The VRO/OMS systems do not have pressure tanks; that's a Mercury system. The VRO/OMS systems have only one hose and the oil is pulled from the vented tank by the pump. There is evidence that gravity can sometimes cause oil to continue to flow if the oil tank is set high and the gasoline flows back to the gasoline tank, creating a vacuum. You could add a petcock to the gasoline line if you don't have a working backflow valve in your primer bulb.

It is more common for an air leak on the gasoline side of the pump to cause the oil side to over-oil.

You may also want to service your recirculation check valves.
