91 mercruiser Alpha one

Hydraulic will not operate from throttle. Replaced top solonoid & able to operate from aft. Need help, believe schematic would help! Looking for switch in lower unit.

Is it an alpha I or an Alpha I Gen II outdrive. 91 was the changeover year to the Gen II, but many 91 boats have 90 engine and outdrives.
