If your system had fluid and the motor was spinning ... then the only easy answer is that somebody forgot to put in the driveshaft that connects the motor to the hydraulic pumping gears. All other answers for motor spinning on a dead system lead to major rebuild.
The white nylon manual release located underneath the motor and pointing to your right should be seated but not tightened. It works like a hypodermic plunger. Once the tip is in the hole then further tightening only causes damage to your trim system. Before your fill your system again, take it completely out and look at tip. It should have three orings and a perfectly rounded tip. The size of the tip should be slightly larger than a BB. If the tip is broken off then your system should be reomved from boat and completely disassembled. It should not be run again until the tip and all shards have been completely removed from system. If your release is black then the tip is squared but still roughly same size as BB.
