Is there any way to test a cdi? I have a 1990 force outboard and for some reason I am only getting spark on #1 cylinder. I understand it has 2 packs forward pack, feeds, 1 and 2 cylinder, rear pack, #3 cylinder. Engine had no power. Checked it out found wires loose made repairs to ground wire from battery to block tested the trigger, 51 ohms on each set. For some reason it will only fire to #1 cylinder. Also, I come to find out spark plugs removed you must ground the ignition wires to plugs or problem with cdi can happen. Is this true? And is there any way to bench test the cdi?

Get yourself a Clymer Force Outboard Shop manual. It will take you through the steps in testing the ignition system. While your waiting, you can swap the CDI modules and see if your problem goes away. If it does, the module is bad.

Whenever running or motoring an engine with CD ignition, you must ground the high tension lead or the plug shell or the feedback will ruin the CDI module. It doesn't happen all at once but every time you do it, the module gets weaker.

got the book ,problem is the cdi boxs. But i would like to know, on the cowl or engine cover at the handle .under it is open to the engine should it have some kind of filter or something ,book does not show the under side of cowl dirt can get into the carbs ?

That is perfectly normal. There are no air filters on two stroke boat engines. There also isn't much dirt out on the water. :)
