'90 Evinrude quits at full throttle

I have a 1990 20hp evinrude. It runs fine at any speed below full throttle. If I run at full throttle it dies after about 30 seconds. If I squeeze the ball when it starts to die it will resume full speed operation. If I continually squeeze the ball it will run all day at full throttle.

I have tried different hoses and tanks, same thing happens. The tank and hose work perfect on other motors.
